Philip Berman -- Chairman

Prior to his retirement in 2010, Philip was a senior hospital manager in Dublin. For the major part of his career he was Director of the European Healthcare Management Association - a not-for-profit network organisation, with 250 corporate members in 30 European countries, committed to improving healthcare in Europe by raising standards of managerial performance. He has acted both as a World Bank and World Health Organisation consultant, advising on healthcare management strategies in Poland, Hungary, Romania and Turkey, and has directed five major multinational studies funded by the European Commission. He is currently a Commissioner of the Accreditation Commission on Colleges of Medicine and also a board member of Immigrant Council Ireland and City of Sanctuary UK.  He is a member of the Irish Red Cross International Advisory Group, represents the Irish Red Cross on PERCO (the Platform for European Red Cross Cooperation on Refugees, Asylum Seekers and Migrants) and also advises the Irish Red Cross on migration policy.

Tiffy Allen -- Coordinator

Tiffy Allen is the Network Coordinator for Ireland. She worked as Network Coordinator for the UK for seven years and supported many local groups and streams to get started as well as helping to promote and shape the network, which now has over 100 groups. Tiffy has worked in the refugee sector since 2000, during which time she has founded several successful charities. She previously spent 20 years as a development worker and language teacher in Tanzania and Kenya. Tiffy lives in North Dublin with her husband Brian, and has two sons and one grandson.

Brother Kevin Mascarenhas -- Board Member

Kevin, a Presentation Brother, is one of the founders of Waterford Place of Sanctuary, the first City of Sanctuary group in Ireland. He brings vast experience in the refugee sector and has been the Director of the Information and Support Unit (ISU) at Edmund Rice Centre in Waterford since 2006. He has also been involved in other parts of the community and voluntary sector and has experience with homeless people and refugees in inner city Dublin as well as Waterford. Kevin has lived in five different cultures since leaving his birthplace in Pakistan, which helps him empathise with new citizens and asylum seekers. 

 

Andy Pollak -- Board member

Andy is Chair of City of Sanctuary Dublin and the leader of the Sanctuary in Politics programme.  Andy was the founding director (1999-2013) of the Centre for Cross Border Studies and brings vast cross-border experience to Places of Sanctuary Ireland. A renowned journalist, he was religious affairs correspondent, education correspondent, assistant news editor and Belfast reporter with the Irish Times. In the early 1990s he was co-ordinator of the Opsahl Commission, the independent ‘citizen’s inquiry’ into ways forward for Northern Ireland. He is the co-author of a biography of Rev Ian Paisley. Andy is also a board member of Glencree Peace and Reconciliation Centre.

Lassane Ouedraogo --- Board Member

Lassane is a refugee, Human Rights, Global Social Justice Campaigner with field of expertise on Migration, Asylum and Refugees issues and in Community Development Participation. He is a founding member of City of Sanctuary Dublin and has supported the Sanctuary Movement since as a spokesperson and advocate for many years.                                                                                                                                            

He has worked with numerous NGOs including Human Rights and Anti-Racism Networks, Sport Against Racism Ireland (SARI), the Irish Refugee Council as founding member of the Campaign to End Direct Provision and National Coordinator, Research Assistant in Counting the Cost "Barriers to employment after Direct Provision Report" and immigration caseworker.

He Studies International Relations in DCU, works in Trinity College Dublin as Academic Executive Officer and is the current Acting Chairperson of the Africa Solidarity Centre Ireland.  He is also Ireland National Coordinator of the Greek Refugee Forum and the Movement of Refugees Ideas and Solutions for Europe (RISE).

Prior coming to Ireland, Lassane was a founding member and a National Executive General Secretary of a Political Party - Rassemblement des Democrates pour le Faso ( RDF) and his professional development has come from a vast range of working experience including over 20 years as volunteer with the National Red Cross & other NGO's in Burkina Faso. 

He has been working with marginalised ethnic minorities in Ireland and Europe and is engaged in promoting equality by bridging the gap between those communities and policy makers. 

Francis McEvoy -- Treasurer

Francis, a Chartered Accountant and Financial Advisor, joined the Board in September 2016. He brings a wealth of experience to the Board having worked in the charity sector since 2002. Francis also volunteers with the City of Sanctuary Dublin Group.

Tian Yu LLoyd -- Assistant Coordinator

Tian was a student of the first "Sanctuary in Politics Dublin" course in early  2016, and became a member soon after. As a immigrant from China since early 2000s, she is a witness of the ever-increasing diversity in the Irish society. Tian believes successful integration and inclusion requires the joint effort of every aspect of the society, and PoSI and its network can help such efforts to come together.
